im new to this fourm... I have been using game maker 5 for most of my games, and some of this stuff looks a little big for game maker... what is the best program to use?

Everyone here is using game maker for their games so I'd have to say that's the best ^_^
Now seriously there are probably tools out there that may be more powerful than game maker but those are typically also much harder to use. Game maker is definitely enough to make an rpg, it's not easy to do because drag and drop is pretty much out of the question you have to use GML and the file size can get pretty big (but that would be the case whether it was game maker, c++, or any other tool).
Now for tools to use with game maker, I recommend Graphics Gale, GIMP, and Pixia for 2d art, and anim8or, Gmax, or Wings3D for 3d models to render for use as sprites. Any word processing program with spell check, always spell check dialog and other text in your game. For midi I'd recomend AnvilStudio, for mod tracking I recommend modplug (mod tracking is a great way to compose music to be converted to mp3).

Urm, actually Noadi. You can use drag and drop. I've made a drag and drop rpg example before. It was quite good for newbies. It got deleted though a while back, when I got my new computer.
