To get the snow to go in front of the character, simply give the snow object (the one that draws the snow particles in its draw event) a depth less than that of the player. The depth is found somewhere above the OK button for objects. Negative numbers are allowed. Decimals are not. Something with a lower depth (-1 is lower than 0) will appear overtop of the higher depth.
and i'm not giving away the secret to my snow particles in Project Arthur. Not to someone I haven't bonded with yet, at least.
