Programs of note on that site include the tileset maker and the tileset cutter.
The only problem with the tileset maker is that it's limited to tile sheets of approximately 800 x 600, so if you want large sprite sheets you would need to make one tileset, turn it into a sprite, make another sheet, add it to the sprite, then save it as a strip.
This would be useful for those of you who plan on using the same sprites for multiple games.

i open the download guys with winzip, why wont it work? ill open and it opens in notepad, why wont it work?

Fully unzip the files. There is a notepad document in the zip, along with a couple folders filled with bitmaps.
