You may refer to it, as like a good reference to how to make an RPG, but you can't just talk about it as a total topic.

It's for discussion of the creation of RPG's that are not programmed in GM, but other languages.

but could we discuss the programming in fable like, time,aging,haircuts, battlesystem's etc.? cause what if we were to program a game but would like similar coding as fable,
by the way fable was a cool game but a little too short, but that doesn't matter i still loved it

sounds alright. You go ahead and make the topic. After I read it, I'll either let it stand or I'll close it. Simple as that.
In order to assure that it stays open, I suggest you try to keep it as closely relavent to your own creation of RPG's as possible.

so for example the topic "how do i reproduce the hair in fable in my rpg" would work, but the topic of say "what is fables best point" is not?
